هذه رسالة من مواطن مصري يريد أن يخطرك – بكل احترام وتقدير – أنه لم يوكل السيد عبدالفتاح السيسي في توقيع أي اتفاقية معكم تخص اقتسام مياه نهر النيل، أو تخص الموافقة على إقامة سد النهضة، أو الرضى بتغيير الأوضاع القائمة في دول المصب من عشرات بل منذ مئات السنين.
أنا مواطن مصري … أرى أن تنمية إثيوبيا حق لا غبار عليه، ولكن حق مصر في مياه الشرب لا يمكن التفاوض عليه من أجل حق إثيوبيا في توليد الكهرباء.
إذا كانت إثيوبيا تحتاج إلى الكهرباء فالأمة المصرية على استعداد تام لمساعدتكم لتوليد ضعف ما تحتاجون إليه، ولكن ذلك لن يكون على حساب حياة مصر والمصريين.
إن حقنا في مياه النيل حق فطري، لا يمكن أن يتفاوض عليه شخص فرد، دون برلمان، ودون أي نقاش مع الأمة المصرية.

إن الشعب المصري كله لا يعرف أي شيء عن الاتفاقية التي وقعتموها، ولم يقرأ حرفا منها، وبالتالي … نحن غير ملزمين بما فيها، فهذا غرر واضح لا يحتاج إلى إثبات !
لا توجد لجنة برلمانية تراجع ما تم الاتفاق عليه، ونحن نحذر الأمة الإثيوبية من عواقب التعامل في هذا الملف في غيبة تامة عن الشعب المصري.
لا أحب أن أقحم سيادتكم في مشاكل الواقع الداخلي المصري، ولكن لا يصح أيضا أن نرى الدولة الإثيوبية تتصرف وكأنها تنتهز فرصة الأزمة السياسية الداخلية في مصر، خاصة أن رائحة المشاكل الداخلية في مصر تفوح من بين سطور الاتفاقية.

إن الشعب المصري يتبرأ من هذه الاتفاقية التي تتناقض مع الاتفاقيات الدولية التي تنظم اقتسام مياه النيل منذ عام 1891 وحتى عام 1929، وهي المرجع الذي نعود إليه، بل إن المنطقي أن يتم تعديل هذه الاتفاقيات بما يزيد من حصة مصر من مياه النيل بعد أن تضاعف عدد سكان مصر عشرات المرات.
ويتبرأ منها أيضا لأنها تتناقض مع القانون الدولي، ومع سائر الدساتير المصرية القديمة والحديثة وخصوصا الدستور الحالي !
إنني أقولها لكم بكل صراحة … وبصفتي مواطنا مصريا لا غير … هذه الاتفاقية ليست ملزمة للمصريين بأي حال من الأحوال، وإذا تبين أنها تضر أو تنقص قطرة مياه واحدة من حصتنا في النيل … فتأكد سيادتكم أن هذه الاتفاقية باطلة من الأساس، وهي والعدم سواء، ونحن نملك أوراق ضغط (سلمية) كثيرة نستطيع أن نستخدمها، حتى لو أدى ذلك إلى انتهاء عقود طويلة من السلام بين دول المنبع والمصب في نيلنا الحبيب.

قال الحكيم الصيني العظيم (صن تزو) في كتابه \”فن الحرب\” :
\”لا تحاصر جيشا … واترك له منفذا ليهرب منه … احرم خصمك من شجاعة قتال اليائس من النجاة … ولا تضغط بشدة على عدو يائس\”
وأنا أقول لك يا سيادة رئيس الوزراء :
نحن أمة لا تضمر لكم إلا الخير، ولكن هل هناك أكثر من أن ييأس شعب كامل من الحصول على شربة ماء؟ هل يمكن أن نتخيل حجم التضحيات التي يمكن أن يقدمها أي شعب في الدنيا إذا علم أنه مهدد بالموت عطشا؟
سيادة رئيس الوزراء …
أكرر لكم بكل ود واحترام :
هذه الاتفاقية لا تمثل الشعب المصري، ونحن لا نعلم عنها شيئا، ولا يمكن أن تضع الدولة الإثيوبية والأمة الإثيوبية الشقيقة نفسها في موضع العدو الذي يستولي على شريان حياة المصريين في غفلة من التاريخ.
كلمة أخيرة :
الحفاظ على صداقة الشعب المصري أبقى لإثيوبيا من ورقة يوقعها مسؤول زائل مهما كان موقعه.

الترجمة الإنجليزية للرسالة :
An Open Letter to the Ethiopian Prime Minister Dear Prime Minister of Ethiopia Mr. HaileMariam Desalegn,
This is a letter from an Egyptian citizen who wants to inform you, with all due respect and appreciation, that he has not authorized Mr. Abdel Fattah al-Sisi to sign any accord or agreement with you concerning the Nile water sharing, or approval of constructing the Renaissance Dam, or consent to change the existing status in the downstream states that has been the status quo for tens or even hundreds of years.
I am an Egyptian citizen. I believe that Ethiopia\’s development is a fair right, but that Egypt\’s right in drinking water cannot be negotiated for the sake of Ethiopia\’s right to generate electricity.
If Ethiopia has a need for electricity, the Egyptian nation is completely ready to assist you to generate twice your needs, but that will not be at the expense of Egypt\’s and Egyptians\’ lives.
Our right to the Nile water is an innate right, one that cannot be negotiated by an individual, in absence of a parliament, and without any discussion with the Egyptian people.
Your Excellency Prime Minister HaileMariam Desalegn, The whole of the Egyptian people does not know anything about the agreement you have signed, and has not read a single word of it.
Hence, we are not obligated or bound by its content, as there is a clear lack of relevant information and details that needs no proof.
There is no parliamentary committee to review what has been agreed upon; we warn the Ethiopian nation of the consequences of dealing with this file in complete absence of the Egyptian people.
It is not my wish to involve you in the issues of Egypt\’s internal status, but it is also improper to see the Ethiopian State acting like it is taking advantage of the internal political crisis in Egypt, especially that the agreement\’s lines smell of the internal problems in Egypt.
Your Excellency PM HaileMariam Desalegn, The Egyptian people repudiate and refuse to acknowledge this agreement, which contradicts with international conventions governing the Nile water sharing since 1891 to 1929, which is the reference upon which we rely.
Rather, it is logical to amend these agreements to increase Egypt\’s share of the Nile water considering that the Egyptian population has doubled dozens of times.
The Egyptian people also repudiate this agreement because it is in contradiction with the international law, and with all Egyptian constitutions, old and new, especially the current constitution! I tell you quite frankly, in my capacity as an Egyptian citizen no more, that this agreement is not binding to Egyptians in any way or form, and, if it is found to harm or reduce a single drop of our share of the Nile water, be sure, your Excellency, that this agreement is null and void in its entirety, as if it never existed.
We have plenty of (peaceful) pressure means that we can use, even if that leads to ending decades of peace between the upstream and downstream states of our beloved Nile.
Your Excellency Prime PM HaileMariam Desalegn, The great Chinese sage (Sun Tzu) said in his book \”The Art of War\”: \”When you surround an army, leave an outlet free.
Do not press a desperate foe too hard.\” \”Prevent your opponent from the brave fight of the desperate.\”
And I tell you, Mr. Prime Minister, We are a nation that wishes you all well, but is there more than an entire people despairing of getting a drink of water? Can you imagine the extent of sacrifice that any people on earth are capable of making if it realizes it is threatened with death of thirst?
Mr. Prime Minister, I repeat to you with all amiability and respect:
This agreement does not represent the Egyptian people, we do not know anything about it, and it cannot put the Ethiopian state and the sister Ethiopian nation itself in the position of an enemy that seizes the lifeblood of Egyptians at a moment unheeded by history.
A final word: Maintaining the Egyptian people\’s friendship is more long-lasting to Ethiopia than a paper signed by a temporary official regardless of his position.
